- Default to a federally facilitated exchange: 33 states
- Pursue a state partnership exchange: 7 states
- Pursue the marketplace plan management option: 7 states
- Have not opted for a formal role in exchange operations: 19 states
- Pursue a bifurcated model: 1 state
