CMS: Proposed Changes to the MSSP for Calendar Year 2024: 6 highlights

- Establishes a new Medicare Clinical Quality Measure (CQM) collection type for ACOs under the Alternative Payment Model (APM) Performance Pathway (APP).
- Adds refinements to the financial benchmarking methodology for ACOs in agreement periods beginning on January 1, 2024, and in subsequent years.
- Adds a third step to the step-wise beneficiary assignment methodology to provide greater recognition of the role of NPs, PAs and clinical nurse specialists in delivering primary care services.
- Updates the definition of primary care services used for purposes of beneficiary assignment to remain consistent with billing and coding guidelines.
- Refines policies for the newly established advance investment payments (AIP).
- Seeks comment on potential future developments to Shared Savings Program policies.
